Each "Game Cycle" represents about one month of time or slightly less (there are 13 cycles a year). There are four regular turns in each cycle, equating to approximately a month.
There is a "Strategic Turn" every 4 turns. The strategic turn occurs upon the starting of a new set of 4 turns. The turn
record chart has the months marked out, along with information on for each month, such as rail cap, supply, reinforcements, etc.
There is also a Game Cycle chart next to the turn record chart so you can keep track of the current turn in a cycle.
The basic sequence is "Move to a new month". Do the strategic turn. Then do the 4 regular turns. Then advance to the next month, do the strategic turn, etc. etc.

A. SIEGE PHASE |
|
|
Both players may seige forts and fortresses (x2 and x3 forts). Confederate may choose to go first or last. |

B. PRODUCTION PHASE |
|
|
Both players operate their production systems, building new units, mobilizing units, and initiating and completing construction of forts. The Union always goes first (if there is an issue). |

|
C. SUPPLY AND CONSUMPTION PHASE |
|
|
Both players perform supply consumption of units on the map, and may broadcast supply. Union goes first.
Note that in campaign games, in the first strategic turn of the game this phase is skipped. |

D. POLITICAL INTERACTION PHASE |
|
|
Both or either players can attempt to win the game by "appeal". |

A. INITIATIVE CHIT PULL |
|
|
Both players blindly pull a initiative chit out of the chit cup. The number on the chit is the number of automatic
activations that player gets to make that turn. The player who gets the higher number goes first in the turn.
Note that the Confederate player may also choose to select the default initiative from the cup, instead of blindly picking. The
chit that is the Confederate default chit is indicated by parentheses on the turn record chart or in the scenario rules.
